The calculation of public procurement value is regulated by the Methodology for Calculating the Estimated Value of Public Procurement and Procurement, approved by the Director of the Public Procurement Office on 2017-06-27, Order No. 1S-94. According to point 39 of this methodology, the procurement executor, when purchasing part of the goods, services, or works independently and another part from or through the central purchasing body, must consider the values of the procurement contracts concluded in the centralized procurement when calculating the procurement value. For example, the procurement executor plans to conclude two computer procurement contracts during the financial year (no more contracts of the same type are planned for the current financial year): the estimated value of the desktop computer procurement contract is 400,000 EUR excluding VAT and will be concluded through the central purchasing body, while the laptop procurement contract is 100,000 EUR excluding VAT and will be concluded independently, as the procurement executor sees that independently they can be acquired cheaper than through the central purchasing body.
